I was trying to find a film called something like "Gatica"...

I think it starred Uma Thurman and maybe Ethan Hawk.
About a guy who wanted to be a space craft pilot but wasn't genetically engineered so wasn't allowed.

Anyone seen this or am I going mad???

you could always try the video shop, sometimes they sell older films cheaper, the ex rental ones!
